Visa Information for Green Card Holder ?
In order to get answer to my question, I was browsing British embassy's website in USA and came across this page:

This page has option saying "Country of Nationality", which I'm rather unsure, which one to choose for my cousin. Should I be choosing "India" or "USA" there ? Is he an American "citizen" at the moment or American "national". I believe "citizen" is for someone holding the actual American passport itself, so strictly speaking, he may be seen as an "Indian citizen" but an "American national". Is that right ?

he needs to choose indian citizen, when he is going to another country, but when he leaves he will need his passport and his american green card to get back into the us
Regardless of where your cousin is living, he is an Indian national until he receives citizenship from another country. As such, he requires a visa to visit the UK. See the site below for details on the application process:

Your cousin would also require a Schengen visa if he wished to enter the Schengen Zone. He generally would need to apply to the foreign mission of the Schengen country he wished to visit.
He is neither a US citizen nor a US national. He is an Indian
citizen, until he gets naturalized US citizenship. He does need
a British Visa. I am not sure about other countries; but I do
think that he would need visa for other European countries
also.
