You need to apply for a VISA. Once you are here you can apply for citizenship if you care to.
Be careful though. My wife is Chinese with nearly 6 years of college back home, and when she got here her degree was about as useful as a piece of toilet paper. Except tp is softer and even better suited for that use than her diplomas. She ended up starting over and getting a second college education.
You should apply to the schools of your choice. After you are accepted you can apply for a student visa to come to the US. Most large schools accept international students and will have staff who can guide you on the visa application process. Good luck!
