Landed immigrants of Canada do not require a visa when visiting Mexico on vacation. However, they do need a tourist card, which may be obtained at Mexican consulates, on direct flights to Mexico or at the Mexican airport, and they must travel with the following:
-Valid passport
-Permanent resident ID card
-Round trip tickets
-Proof of economic solvency (credit card, traveller's cheques, etc.)

I wouldn't try to get in there. They are very strict, unlike us dummies here in the states.
Just go there, Dawg, besides, Mexico has no quarrel with Iran so there won't be any problem. As long as you fly to Mexico and not pass along the US; and if their is gonna be one then just bribe the Mexican airport authorities.

If you are a citizen of Mexico, but a permanent resident of another country, then you do not need a visa to enter.
Otherwise, you WILL require a visa. They have three basic types - tourist, student, and work. Each has its own restrictions.
When you travel you will need to have your valid Iranian passport AND the proof of permanent residency in Canada. Your passport will be stamped and a visa issued at the point of entry to Mexico ... with a date listed after which the visa is no longer valid.
