why didn't he apply for citizenship? after 5 years of receiving his green card he can apply for citizenship.
You should contact the USCIS .... they should be able to tell you what to do. (Since you have not recieved any letters in the mail for renewing the Green Card)

The I-751 is for a Petition to Remove the Conditions on Residence for a "Conditional Resident" which usually applies to residency that was given for a 2-4 year period.
He should apply 6 months before it is due to expire especially because of the backlog that is at USCIS

2. G325 Biographic Information (Two Copies)
3. Tax Returns for the Last Three Years
4. Letters which are notarized from Friends or Family Members who can verify under penelties of perjury that you two are living together and there are no resons that you should not live together for ever. These letters must be from a Citizen of United States and this person must know both of you for at least 5 years.

your husband is here legally and his greencard can be renewed easily. call your local immigration office to see what forms you need. it probably can take a few months for a new green card since he has to do another fingerprints or interviews. perhaps, before his green card will expire, he should apply for citizenship. that way you dont have to pay more again if he decides to do that after renewing his card.

What is a Permanent Resident Card?
A Permanent Resident Card, commonly known as a Green Card, is evidence of your status as a lawful permanent resident with a right to live and work permanently in the United States. What Does the Law Say?
Section 264 of the Immigration and Nationality Act provides that, "Every alien in the United States shall be issued a certificate of alien registration or an alien registration receipt card in such form and manner and at such time as shall be prescribed under regulations." It also states, "Every alien, eighteen years of age and over, shall at all times carry with him and have in his personal possession any certificate of alien registration or alien registration receipt card issued to him. Any alien who fails to comply with [these] provisions shall be guilty of a misdemeanor." The specific requirements and procedures for applying to renew an expiring permanent resident card are set forth in the Code of Federal Regulations [CFR] at 8 CFR § 264.5.

What If I am Outside of the United States?

By filing such a motion, you may ask the USCIS office to reexamine or reconsider its decision. A motion to reopen must state the new facts that are to be provided in the reopened proceeding and must be accompanied by the appropriate documentary evidence. A motion to reconsider must establish that the decision to deny your application was based on an incorrect application of law or Immigration policy, and further establish that the decision was incorrect, based on the evidence in the file at the time the decision was made. Go to your local INS - it's most likely the I-90. It takes about 3-6 months to get a new card. The best thing is to go to the local INS office and talk to the officers there. OR talk to an immigration lawyer.
Why don't you apply for his citizenship? He is eligible to be one now. See, the government is saying that if you haven't applied for citizenship while you can, why should they renew greencards??
