I have a friend who is getting married out of the United States with his longtime girlfriend in French Guyana?

The problem is he was a haitian citizen turned U.S citizen but he only has his haitian birth certificate and they are asking him for his american birth certificate or some type of unspecified document, can anyone help!

Well, if he has a Haitian birth certificate, he better not also have an American birth certificate. If he "turned" US citizen, he should have a copy of his naturalization certificate, and perhaps a US passport. If he lost his naturalization certificate, he may apply for a new one by submitting Form N565 to USCIS - see below for details:
