I do not believe that a company can offer the nationality of a country. It is very likely that it is a scam.

Actually there is a small chance to get second citizenship by this companies(viza.cc). A part of the acquisition citizenship process is proving that you are descendant of Bulgarian, Latvian and so on citizen. If this is no true the other way to "prove" it is someone to create fake documents for this which is illegally .
