Does a person living in England for 35 yrs go same route to citizenship as new arrivals?
Answer:
If she was included in Mothers passport then at that time whe was the citizen of the same country as the Mother.
Early on, as we know, passports were not issued to minor. But now it is as legally she should have applied for a passport of the country of her Mother when she became 18years.
Although she has stayed in UK for 35 years but she does not have any claim to British Citizenship. And as her mother naturalised only 9 years back (she must have been around 24 years at that time), she would need to naturalise now to get the UK nationality.

I would take legal advice before doing anything! especially if the child has not been here on a legal visa of some sort.
And no, the Home Office has become a bit of a money-making machine aimed at milking non-citizens to pay for thousands of salaries for people to torment non-Brits.
I think you'll find that she does have citizenship, as long has she hasn't been living here illegally, she is now a British national. Do a check with the Home Office, I'm sure they'll verify what I have said. Good Luck to you and your friend.
