As far as I know, the fastest way is by applying a fiancee visa this is only 6 months if you're a US citizen. You need to be at least been with your fiancee for 2 years (physically) and that you can established that you remained contact with her while you're away. You need to provide proof of income (income that will be enough to support your fiancee if you marry her). You need a definite address to submit to the embassy where you're gonna stay. They also check the background of your fiancee and also medical health before leaving the country of origin. Once your fiancee arrives here in the US you need to get married ASAP within 90 days otherwise they will revoke her fiancee visa. Once you got married they will issue your new wife with a conditional green card (good for 2 years). She can work once she get the conditional green card. If you divorced her less than 2 years since you got married then she will be forced to go back to the Philippines but otherwise she can try to apply for herself to grant her her own green card without being dependent to you. Now if you surpassed the first 2 years of marriage your wife can now apply for citizenship on the 3rd year.
If you are a US citizen, you can petition for her either as a fiancee if you seriously intend to marry in the US, or a wife if you marry her in the Philippines. Here is where to find the information:
