Depending at what state you are you do not necessarily need Social Security number in order to obtain drivers' license. Different states have slightly different rules.
if you are here with legal papers /student/work visa/ etc yes. You will be given a temporary id number or they may use your passport number. You will still have to pass the local driving test.
However if you are licensed in another country you may not need to take or get a local license if your's is still valid. I was allow to drive in Europe on a US license and many countries are allowed to driver here with a valid license also. Check with the local DMV to see if this applies to you.
If you are a US citizen you need to get your SS card. Somewhere around 1980 they made you get them when you where born, so if you have been not working this long, I really do not want to know.

It all depends on the state where you live. There are some states that have passed the law where you need to have a SS# to get a drivers license, and others where you dont. I would contact your local DMV and ask them what their policy is for non SS# holders.
