As Yak Rider says, there's nothing you can do.
On the other hand, let me tell you.. it's not necessarily that your father-in-law doesn't meet the requirements. They probably didn't even look at his papers at the Embassy. They hardly do and then they say, without any basis, that the person doesn't have any 'ties' with his/her country. Just because. There's no justification for that.
They don't always give the visas to the honest and good people that plan to come for a few weeks, spend money here and then go home. No sir, only they know what criteria they use to give visas. Something nobody understands.
Many nice people have been denied the visa while others that do plan to stay illegally in the country are granted the visa. Go figure.
Believe me, I know what I'm talking about.

There's nothing you can do. The law requires each visitor applicant to be treated as intending to immigrate. It's up to the applicant to PROVE to the US consular officer that he/she will not overstay the visa and will return home when the time comes. Apparently your father in-law can't meet this burden of proof.
Why is the burden on the applicant so high? 20,000,000 illegal aliens are in the US and about 1/3 arrived here legally and simply decided not to go home, that's why.
