Yes Sir. All Puerto Ricans are American citizens. Why? Because they are a Commonwealth of the United States. The only "but" that Puerto Ricans living in Puerto Rico can't do is that they can't vote in Presidential elections of the United States, but if they are living in the U. S., they can vote. Again why? Because Puerto Rico is a Estado Libre Asociado and that means that they have in their system a Congress and a Senate identical to the U. S. I hope that I help you.

Puerto Rico is a US Trust just like Guam, US Virgin Island America Samoa, Wake Island, etc. You are considered an American citizen. Puerto Rico even has Senator in the senate, so that make Puerto Rico the unofficial 51 state.
