all depends, What do you mean by open to immigration?
Each European country still has a different policy about immigration.. But I think you need to have a job offer first.
Contact each embassy (look first at their web page), because sometimes (i.e. England needed certified nurses a year ago ) the list what kind of specialized workers are needed. Then if you qualify you may apply for a visa.

I'm sure France is open, but I believe Britain is closed.
Most of them if you apply legally and you are in an occupation that the country you apply to want.
