No, nothing substitutes for a Social Security Number in the US.

If you need one to work, you must go through Immigration. However, if you need one for other legal reasons, the Social Security Administration can issue one which is not legal for work. It's called a TAX ID Number. Sometimes foreigners get one to open a bank account or transact other legal business when they are not legal residents or citizens.

they could, but they shouldn't and most Canadian's won't. I am talking about colleges and such. (the college will give you an alternative student ID) not sure about applying for an O-1 visa status or other. they should probably talk to a lawyer specializing in that area.
