Yes. If you parents are over 50 and have been living in the US as lawful permanent residents (green card) for more than 20 years they can request a waiver of the English language test. They also have the option of taking the civics test in a language other than English.

If the waiver of the English language test is granted they will not need to ever speak, read or write in order to become naturalized.
In my experience, the current English language test is designed to test very basic understanding of the spoken and written language e.g. "Tell us where you live" or "Write down "The car is red"
