Does an army arrest has to be declared for the purposes of US immigration waiver form?

Just wondering if somebody was arrested for an army offence (AWOL -sentenced to army nick and not regular jail ) have to be declared when it asks have you been arrested on the waiver.

Yes, I would declare it.
I would go so far as to report any contact that you had by any policing authority in which you were not free to leave until the police had finished speaking with you, giving you a traffic ticket, etc. This is technically an arrest since you were not "free to leave"

You put yourself at risk by not declaring such information. The risk is that your immigration benefit will be denied because of false or misleading information.
