Every country has the right to choose which immigrants it wants to admit and which it does not. Immigration policies of any country are based on its manpower/skills need and not on humanitarian reasons.

Your huddled masses yearning to breathe free..." This was an idealistic view of immigration that really never existed. It couldn't. We'd have a billion people at our doorstep!
Your analysis is partially correct but not entirely. East Asians (Chinese, Korean, Vietnamese...) and South Asians (Indians, Pakistanis) have had no problems getting into our country, as long as they have skills and/or sponsoring relatives. They certainly are not white.
Cubans were admitted earlier because they represented the intelligentsia and the middle class with skills and it was a correct decision based on what they have accomplished once they got here. Haitians were not and are not as wanted since those allowed in have not distinguished themselves as citizens: they have no education and skills and are not easily assimilated.
We are a nation and a first class power, not a charity organization or a refugee camp .
