As it currently stands there would be limited amnesty for illegals already in the country, but only after a long and expensive process. The focus of immigration policy would also shift from uniting families to preferring skilled workers and there may be a guest worker program.
Don't worry too much about specifics now since the lobbyists and interest groups haven't fully weighed in yet, and the final form of the bill is still being developed.some items will get added, some dropped, others renegotiated. There will be a bill though, since both parties want a "win."
1) People who broke the immigration laws are rewarded by being given what they want
2) More steps are taken to merge the USA with Mexico and Canada
3) More H-1b visas are issued, to help outsource remaining tech jobs to India
4) Legal immigration of all kinds is added to increase our population by 100 million people
5) Each American family gets $40,000 in additional debt

I really don't believe anyone understands it. What we DO understand is it is amnesty(and that's a nice way of putting it).
All you need to know is illegals get the gold mine, and USA tax payers get the shaft
