Unfortunately, I think its true. Welcome to America. As far as I last checked, the 14th Amendment deems every person born in the United States to be a citizen. To wit:
"Section. 1. All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside."

It's an Anchor Baby. The infant is a citizen. Parents never will be if they don't go thru proper channels.

If the child was born on American soil, I am sad to say, yes he is an American and like so many others, my and your tax dollars will pay for everything he needs for the rest of his life unless he gets an education and goes to work. They are sucking us dry. Yes they work, thats why so many young kids can't get jobs now, they are not legal as the person above say and they are a big burden on our economy because they take away needed dollars for our own poor and elderly. Send em home with all the kids and the 40 or so inlaws they sneak in the states with. And their pets.

They may be American citizens but that doesn't make them Americans to me...
Of course that happen in any country that you born, you become a citizen from this country, In the case of USA you become a citizen if you born in here or in any USA territories. You should look for more information, the internet have many resource and a libary so you going to have a better idea, How a people can become a citizen from X place? Just put like that you father is a soldier so he live in Alemania, your mother move with him, so then you born in Alemenia, so you citenship are from Alemania and you would need a passport to come to USA.
Legally, yes under the current laws of the land, if you are born in the USA you are automatically a US citizen.
