You need to be here 5 years and even then it will take you 10 years to bring him.If you have another relative to sponsor him,that could be a possibility.
Sorry to tell you, but only a citizen can apply for a sibling. ( residents can apply for parants and childeren) In addition, the waiting list for a vista for a sibling is about 10 years long. So you are looking at a fifteen year wait.
He can probably apply for a student visa, if he is coming here to study. Or ask a citizen to sponsor him.
