Does anyone know what " A temporary quest worker " means , when it will be approved & who benefits from it ?
Example: My friend at work married a US citizen, then was denied the Permanent Green Card by the USCIS due that she couldn't provide sufficent proof of good faith marriage. Would she be able to get amnesty or quest worker program ?

The temporary guest worker program is for the jobs that "Americans aren't willing to do." If an employer can't get an American to fill the position, he can hire a guest worker to work here for a certain period of time, and then return home. Bush said that it will apply to new foreign workers and illegal aliens already here.
Your friend might be able to qualify for the guest worker program, but I think she should try again to prove that her marriage is in good faith. I don't know if the Senate and the House are going to approve of the program.
there's no telling these days with the way are system is being abused. tell her to try and see what happens. good luck.
The legislation has just been introduced and will go through amendments or new legislation may be introduced. As framed, a temporary worker is just that, but can reapply if still employed when the time is up. However, to become a permenant resident they would have to go through existing channels. The guy who sponsored it pointed out that there already IS a 'path to citizenship'.
On the screening, I have to look at that, but when it was in the Senate bill it was very (too) generous. I sort of doubt anything short of a conviction would disqualify someone, unless they were in a gang. (Under last year's Senate Bill it would have taken THREE misdemeanors or a felony.)

OK, there's some confusion. Are you asking about what Bush meant in his State of the Union address? Or are you asking about the Bill Isaakson introduced in the Senate? I was discussing Isaakson's Bill. The President may 'influence' the shape of legislation, but he doesn't draft the details. Congress does.
We can only hope that neither program make it thru congress...
