Um... get married to an American citizen. There aren't any ways around the normal ones, because the immigration and naturalization service has already figured those out. Your friend can easily get aslyum, however, as long as he can prove he's part of a persecuted religious or political minority. But asylum isn't the same as citizenship, you can't vote in elections and there are a few other restrictions as well.
