last year or year before that they were talking about migrats becoming citizens... and making the borders stronger i heard that law passed from 1st congress and 2 n 3rd has to agree any one have ideas? that law is going to be past or not?

You will see that Presidente Bush & Vincente Fox have already signed a treaty between Mexico and the US to open the border, not close it. It won't be long before Mexicans can cross the border without any more trouble or difficulty, as Bush wants this for his corporate friends and has made an open border into law.

The House had passed a law more favorable to anti-immigrant groups while the Senate had passed a law favorable to immigrants. They could not agree on a compromise between the two bills before that session of Congress ended. We have a new session now however, and this one has more democrats than the last. This will mean there is a greater chance of the pro-immigrant bill passing since democrats tend to favor that. But how knows...we'll see what they do. It's really in the hands of the democrats since they control Congress right now.
Take a deep breath and hold it until someone hands you citizenship. In the State of the Union address, President Busch said "we need to resolve the status of the illegal immigrants who are already in our country -- without animosity and without amnesty."
The Democrats said they agree with that statement. If you are waiting for a free ride on the citizenship bus, your first stop might be deportation if you have even a DUI. :)
It is a new congress so it needs a new bill. There are a lot of ideas for bills, some have even been introduced. There is an agricultural one Feinstein introduced, and a more global one giving temporary worker status, but requiring the person to go through normal channels for perm residence etc which Isaakson introduced in the Senate, then there are a bunch of bills addressing identity theft more strictly and denying benefits to illegal immigrants.

None of them have gone anywhere yet.

I have no idea what the chances are.
