No. A social security number is NOT required to rent an apartment. It may be needed for the utilities. Unless, however, the rental policy requires a credit check which is based on a social security number.
Rental contracts or leases usually require that the person who signs the contract to maintain a residence at that location. Or identify the individuals who will be living there. That person can also have the utilities in his/her name.
In this case, someone else can rent the apartment and identify you as a resident.

Your not telling us the entire story here. No SS card? You can't have one unless you are a documented legal immigrant. As for an apartment, you can get that right now but it won't be long before they stop that. For utilities, they want to know where they can reach you and what your credit says. If you have no credit they will ask you to pay a fairly large deposit before utilities are provided for you.

I don't think you can rent an apartment w/o a ss#. You can get utilities w/o a ss# --- you just need to pud down a deposit -- in case you don't pay ---- (not saying you won't)
That's a money thing. I think technically you can give other economic assurances like a big security deposit. Foreigners have houses here too, that they rent out or vacation in.
