The best way to stop immigrants from crossing would be if the Mexican Government instituted tax reform - taxing its wealthiest citizens to build the needed infrastructure to support economic growth. There would be plenty of jobs available during the building of this infrastructure.
Unfortunately, the wealthiest citizens of any country will, ahem, lobby aggressively to prevent any increase in taxation of them.
We should take steps not to create any devices which are intended to cause severe injury or death.
Reform isn't what we need, we need to instead enforce the Laws that are already in place by increasing border guards, improved satellite and other kinds of detection devices with sufficient forces to keep the border patrolled, even to the extent of 24/7 patrols formed up of National Guard troops from all States that have been especially trained for that duty.
Meanwhile, dust off and enforce laws imposing fines against
Employers who knowingly employ illegals.
Immediately deport all illegals currently in our prisons.
Cease any and all State or Federal benefits, including medical to illegal aliens.
Make it sea snakes and crocodiles instead.
