There wasn't much choice... Imagine... I single you and your family out. I get everyone else on your block to hate your guts for reasons I made up. The entire block decides that we will physically label you with paint or a tattoo and we will isolate you from the rest of the block because we don't like you. Then we really don't like you now because you're complaining about being singled out, so now you can't work and live among us. We will send you to an isolation zone were you and your kind can work as slaves for bread once a week. If you don't, you will starve to death. Oh yeah... did I mention that if at any point you don't comply with our requests, we have the right to eliminate you.
Take this thought and make this happen on every block possible where your kind lives.
This kind of behavior happened and still happens all over the world through out endless amount of history. It's called slavery, hatred, and at extreme levels it's called genocide.
