Can I become a Californian resident if I not an American citizen- How? (in detail)?

Answer:
No. If you want to go to college, then become a resident in NY or Texas, those are the two states that allow illegal aliens to attend college provided the student has the right academic credentials and can earn scholarship money. In NYS they will also help someone get their citizenship.
Not legally
just move there rent a house or apartment and wala you are a resident of California.
Just keep doing what you are doing
