I mean if I apply 90 day prior to the expiration of conditional permanent resident. The basis is a good marriage.

Answer:
You need to summit the form I-751, Petition to remove conditions on residency 90 days before the expiration of your Conditional Resident Card to the service center that you belong to. Go to www.uscis.gov click on forms on the top. Download the form and follow the instructions.

You will be receiving a Notice of Action extending your conditional residency for one year. During that year you should received another notice of action for an appointment where they are going to take your finger prints and you picture one more time. After that appointment if everything went well, you will receive you new permanent resident card good for ten years.
Two years, generally.

Go to uscis.gov for details.
