If you are arguing that newly arrived immigrants should actually stay here, then a stint in the Forces may not be a bad idea. The snag is they'd have to live here for five years to allow them British nationality (see the problem mate).
I would mull over the idea of re-opening the mines and sticking them in there for a tad. Not sure if we should revert back to fossil fuels, but it would keep them busy and out of mischief. If they moan, they can't want to stay here that much then can they.
If you are going to do it for some you should do it to all. It wouldn't be fair to tell immigrants they HAVE to do military service to prove they love the UK, yet tell your natural born citizens they can not. What is a good idea is to incentivize service like if you serve in the military you can achieve citizenship faster.

But, I think it would be reasonable to give special consideration to those seeking citizenship who volunteer to serve.
