There is a difference between a resident and a citizen. You don't have to be a citizen to get a social security number and you don't have to be a permanent resident to get one either. Often times foreign exchange students will be assigned numbers so they can open a bank account and/or do work study.
Go to www.ssa.gov.
Just staying somewhere for a long time doesn't mean that you belong.
Go to INS and ask.
if youve lived there for that long and ur not a resident, ur probably there illegally..right? so even if you try to get a ss# ur gonna get caught!

It would seem you are "residing" here, since you've lived here for so long. I don't know what the laws are, but are you a citizen? Do you have a green card?
Yes of course you can but it takes a LONG time to make the Social Security Number... Takes about One Year
Are you kidding? SS#s are for American citizens - NOT ILLEGALS! Go back to wherever you came from and go about the process LEGALLY if you want to come to our country to live. You'll be doing yourself a big favor. Respect our laws and we will respect you.
It's kind of hard to answer your question 'cause there aren't any details. First, which country do you live in? Every country has it's own laws for non-residents or for people who are just there under a working visa.

Whose S.S.# are you currently using?
The only way you can obtain a SS# is if you have CIS form I-94.

Call the INS, or ICE and ask...they even have a toll free number for you. I don't know it off hand, so call your local police department, and tell them your dilemma. I'm sure they can get you that number. Make sure you tell them everything, tell them why you felt it was unnecessary for you to go through the proper legal way to get your SS #. 17 years, wow you must really think you're all that eh? Well, I'm sure they'll be wanting to help you out as much as possible...
Why bother? The immigration bill you all hoped for isn't going to pass. You have no need to pay back taxes and a ludicrously small fine to get on the path to even more welfare, er citizenship.

You could return to your own country and help make it better and, if you wish, apply to come here legally, through the proper channels.
Go to your local flee market and ask for Pedro, he'll get you a card with any number on it you want. Seems to work well for the illegals in this Country.
