First of all, healthcare in Canada is not "free". Most provinces have a monthly fee for it. The basic healthcare does not include optical or dental or prescribed medications, or ambulance rides; only doctor visits, emergency visits to the hospital, hospital stays in a shared room.
Most provinces will cover temporary foreign workers/study permit holders, and definitely permanent residents. You will not be covered as a visitor, and accessing the Canadian healthcare system can get expensive...an Outpatient consultation at a hospital can cost over $400 in Alberta!
