I want to apply prement residency for my parents live in Taiwan.?

I want to apply for my parents but not sure of the process since they are not living in US currently. Can I still apply I-130, I-485 concurrent? Where can they go for finger print?

Answer:
You cannot file the I-130 and I-485 concurrently - and cannot file the I485 at all - unless you are a US citizen AND your parents are in the US. What you must do is file the I-130, requesting immigrant visas for your parents. When the petitions are approved and sent to the US consulate that will process them, your parents apply for their visas and submit their fingerprints. Then they get their visas and join you in the US.

The I-485 is for adjustment of status, which is not appropriate unless your parents are already in the US in some legal status.
They can go to the consulate there, generally. Of course they are not living in the US, since they don't yet have residency. Go to uscis.gov for details, or have them call the American consulate for more specific nuts and bolts at their end. However, they won't be cleared there, it has to be mailed back here to clear now, I believe.
