Getting back in without a passport?

For some reason the passport agency can not locate my hubby's passport. He applied at the same time as our kids did and theirs are fine. We are leaving in 4 weeks, what if I have issues getting it. Can we just go on vacation and deal with it when we get home. You honestly think they will not let him back in? He's never left our state let alone the country, don't think they need to worry about him actually not being a US citizen.

Answer:
It's not just about getting back in, your passport will be checked by the airline and by the country he is trying to visit.

Your best bet may be to visit a passport facility in person to sort it out. The link below has information.
Depends where you're going. If you are leaving the country, you need a passport or you will be unable to leave anyways.
He has to have a passport to get back into the country.
Go to the web site below. You have 4 weeks this can be resolved if you act now.

he needs a passport for most countries when flying right now... but if you apply now... you can probably apply for another one, or just complain until they re-do it!
Get a passport. Do not travel without one.
Your husband will not even be boarded on the flight from the U.S. without the proper documents...and, if somehow, he did get boarded, he wouldn't be allowed to enter the foreign country - they would send him back on the next flight...and, if somehow, he did enter that country, he wouldn't be admitted back into the U.S. on his return. He would be held until he could prove he was a U.S. Citizen.
maybe not. go to www.travel.state.gov and has the fee he paid been cashed how did he pay? track it that way. mine took less than two weeks. could he have outstanding warrants, or owe child support. if so he will not be issued one.
Your major concern if 1) will your airline even board him without it? 2) can he get into your destination country without it?

If he can get on the plane and into the country you are visiting without it he can get back into the U.S. Right now CBP is in an education mode. There is NOTHING they can do at the moment besides run extra checks to do their best to make sure he is a citizen. In other words, there is no fine or jail time for not having a passport at this time. Call the airport where you will return to the U.S. and check with the CBP Officers there. Also check with your airline and make sure they will board your husband in the foreign country without a passport.

Do take his birth certificate and any other previously accepted proofs of citizenship that you have with you to show that you aren't thumbing your nose at the law - just a victim of circumstances. Take any communication you have from the passport office. Call your congressional representative to see if he/she can be of assistance.

Other proofs of citizenship - expired passport (as opposed to cancelled), certificate of naturalization, certificate of citizenship, seamens book showing U.S. citizenship, pilot's license showing U.S. citizenship, DD-214 showing U.S. citizenship. Sorry, SSN card and voter's registration are not accepted as proof of citizenship.
