First you have to obtain a D (Д for Bulgarian) type visa and then apply while you are in Bulgaria for permanent status.
From the Bulgarian embassy in USA, it takes officially approx.30 working days to process type D visa applications. In reality, you are looking at 5-6 weeks for the processing to be completed. If you are citizen of the European Union it will be faster. Some of the paperwork has to be 'legalized'. For example the Bulgarian embassy will not accept papers such as birth certificates, marriage certificates, financial papers unless they have an 'apostil' attached by the US State Department or the Foreign office of the country you reside in. In Nevada i.e. each one costs about US$20, and any document copies should be signed by a notary public in US or a solicitor/lawyer anywhere else. Being married to a Bulgarian citizen will certainly help but more so when you reach Bulgaria and apply for your residency permit. If you get married in Bulgaria it will be a lot easier because half of the documents don’t have to be legalized.
According to Bulgarian law, after 2 years of marriage with Bulgarian citizen you have the legal right to obtain directly a permanent residence permit which means that you won't need to apply for a separate working permit.
After obtaining you “D” visa, you will need to wait for a decision from the Bulgarian Ministry of Internal Affairs (www.mvr.bg/en/default.htm). Their decision might take less than a month or up to three months. After this decision, you have to go in person and have them (passport and document office, usually it is in a police office) issue to you the Bulgarian ID. The time varies but they have a rush order available for a slightly higher fee.
