If you still have it, don't send it.
You need to follow all of the steps to citizenship. It takes years. When you get to the point where you can apply, they'll tell you to apply. If this is the point where you're at, then there's almost zero chance of being turned down. Unless you've committed a felony or belong to a terrorist organization or something like that, you'll likely be approved.

Yes, of course the government will keep your money if you are rejected. But if it's for missing the test questions, you will be given a 2nd chance to come back in a few months at no additional charge.

Have you studied the test questions and know all the answers?
Do you have ANY criminal problems? (criminal or misdemanor -- certain types of both may cause deportation). If so, get your butt to a AILA member immigration lawyer. Don't go to a notario nonlawyer! You can't effectively sue them if they give you bad advice.
