It usually takes 6months - 1year from the day you send the paperwork for adjustment of status to the day u get the greencard. Did he file already for the fiancee visa?

I suspect it's the luck of the draw, so to speak. I knew of a guy from Pakistan who was 19 when the process started and had not gotten thru till he was 21 so his family left without him and called for him later. So I guess it depends on how slow the system is.
I saw something about extensions when due to the processing (not the preference policy) someone became 21 before processing was complete. I can't remember details, but you could ask the immigration service.
