People can travel wherever they want. I mean as long as they can pay the fare. Traveling isn't the issue. It's just deciding to live wherever they want without proper screening that's become a problem and abusing privileges ment for citizens and trying to change a culture where they've "traveled" to without regards to the citizens living there.
