The I-751 is just for removal of conditions on your permanent residence. You file that after you have had the conditional green card for 2 years. My understanding for the application for citizenship, a separate application, is you have to be married to the citizen for 3 years but that you don't need to have had the green card for 3 years. I know, it's confusing.
In order to apply for US citizenship you need to be:
1. Married to a US citizen for 3 years.
or
3. A permanent resident for 5 years.
Your question is a little confusing, removal of conditions is different from applying for citizenship. You must remove conditions on your greencard if you were issued a 2 year greencard. You would file to remove conditions 90 days before the expiration date on your card.
If you got your permanent residency through marriage to a USC, then you are eligible to apply for citizenship 90 days before the 3 year anniversary of obtaining your greencard (not your wedding anniversary). If you applied for Permanent Residency other than through marriage, then you can apply after 5 years of permanent resident status.
