I agree -- I'm pretty sure there's no such thing as a different "in-state" tuition in Mexico.
Tuition in Mexico at a public university is free. However it would not be considered the equivalent of a BA here. Your children do get in state tuition here in the US>

Why not? The children of illegal aliens get "in state" american education here...compliments of the US tax payer!!
If you aren't a Mexican citizen, you are entitled to nothing there. If you are an immigrant there, you are not entitled to any public support.
Student financial aid is almost nonexistent there. Urban middle and upper classes are favored there.
