No, permanent residency does not grant free travel within EU states unless they are EU passports.
I don't think it is possible to find a way around the timescale for this, as all visas come from the Spanish government, unless you try the illegal forgery route? It's risky, but I think it may be quicker. Good luck anyway.

Are you sure you need a visa to go to Spain?
Your UK residence permit, might grant you the right to enter Spain without a visa. Check with the Spanish embassy.

friggin hell ! 68 days ,thats a disgrace - wouldnt happen if tony was still in charge here - he would of sorted it out ! thats like waiting for an appointment for a uk born and bred national at a uk doctors surgery due to asylum seekers jumping the queue , if i was you i would see if your mate could meet you back in sri lanka ,you could meet each other by weekend , job sorted , i will even make a donation to your outbound air fare if you cant get it all off the social emergency fund
