Where can i check that one can apply for naturalization if they've been in the US 4 yrs 8 months?

i'm a permanent resident and is ready to apply for citizenship

Answer:
It is not the presence in the US that is important. It is the time that has been spent as a permanent resident as per the date on the PR card that permanent resident status was granted. In most cases this will be 5 years.
Check out the Guide to Naturalization as it answers most questions on eligibility.

It's all here
it's not if you have been in the u.s. 4 yrs. 8 months, but rather that you have had your permanent resident status for that period of time. you are allowed to apply 3 months before you complete you five years as a LPR, should be indicated on the instructions of form N-400.
I really think that a permanent resident in order to get citizenship means you will first need to have a green card for 5 yrs. Not just live here 5yrs............
