How do you get someone from a foreign country to the US easily to marry them?

Entering the US is never an easy thing. In your case, what you can do is file a K-1 Fiance Visa to bring your significant other to the US.
To file a K-1 you need to fill out form I-129F & Form G325A. You will need to provide proof that you have met in person at least once within the past 2 years and proof of an ongoing relattionship. The I-129F will be processed at a Service Center in the US, then if approved, forwarded to the Embassy of the foreign fiance's country where an interview will be scheduled. If the interview is successful, the foreign fiance will recieve the K-1 visa. With the K-1 visa in hand, your fiance can enter the US. The foreign fiance has 90 days to marry the USC upon entry to the US. After marriage you would file adjustment of status to Permanent Resident.
It's not a very complicated process, just a long and expensive one.

There is no easy way to do this. My wife is English and we went through a lengthy, and not inexpensive, process.
