There is no way you'll get the citizenship right away. If you invest in economics of Europe some million dollars then you may be granted an investor visa which in a year or so may grant you a resident status in Europe, then in 5 years you may apply for a citizenship
Rules and regulations for becoming a citizen are different from country to country, if you have loads of dough and try a poor one, like one of the Baltic states, or Bulgaria, you might be in with a good chance.
Legal residency is usually easily obtained as soon as you can prove that you won't be a burden on the taxpayers of the respective country.
