Better to just enforce the immigration laws. There is more to it than just the excessive numbers that are coming in - there are diseases coming into the United States that are only found in third world countries (which is WHY there are medical exams to be passed before being allowed within any country) which are strains that can not be treated. A host of reasons. It is much more than the numbers of people - a whole lot more.
