One more Executive Order should remove "in the Caribbean Region" and may include a reference to "the U.S.-Mexico Border Region" to get this done.

why would immigrants apply legally, when they can get in illegally and seep unnoticed into the system
the illegals coming from the south will use that to their benefit.
