Depends what kind of visa:
If its your husband (im assuming its a residency visa, or a long-duration visa atleast...), then it could take a while for them to issue it. No consulate/embassy abroad has the discretion to issue visas that are for non-touristic purposes without approval from their head offices.
Ofcourse, what do you mean appointment?
Do you mean, handing in his papers and going in for an interview?
Or, are they telling him the results of his application at this 'appointment'.
If its the prior, then he will have to wait atleast one working day for a tourist visa, and longer (subject to change, and nationality, and policies amoungst things that arent really made public) for anything thats for a longer duration...
When a decision has been made, they will issue a visa, and the visa will be valid EITHER immediately, or from a specified date (this has to be requested specially though). Most visas however, are valid immediately. This means, he can enter the USA the very same evening that he gets his visa, the 3/13.

If he has an appointment on 3/13 they will immediatly tell him the results as you probably know.
In the case of him getting the visa whenever he gets an available ticket on an aircraft or if he is travelling on the road whenever he leaves.
US officials don' t care if you left the same evening as long as they approve your visa.
