Unless you have the parentage for it you won't get a second passport or citizenship easily. Most of the time you will have to live in the country in question for 5 years (some are 2 if you go to university there (see France). To even stay in the country for five years you will need to apply for the visas and for those you will need to met certain criteria.
Long stay visas with little hassle? Stay away from UK, USA, Canada, Japan and Australia.
But if you want easy citizenship go marry an Iranian. Instant nationality.
Edited to add: *grins* I thought this question was a joke. You didn't post much details so I didn't really take it seriously. You came across as someone who was looking for an easy way out for citizenship, 2 passports which required as little money as possible. I posted a solution. I gave points on which countries were difficult to get into and I gave you the name of a country that would be willing to give you citizenship easily. Some of the people here would have given you a lot more snippiness in their response (and quite a few don't seem to be bothered to answer you because of it).
If you marry an Iranian you instantly get Iranian citizenship (this usually works for the women who are foreigners not sure about the men). This is automatically passed down to the children as well. There is little way out of being an Iranian (unless you get the ministers to renounce it).
