I agree with ColinAndy. Also it tends to help if you're established in your home country and are willing to network (filmmaking is big on networking especially if you're new to it and haven't yet established yourself) and do any job (producer, runner, cameraman etc).
well, yes and no. Filmmakers are a dime a dozen here in the States. Your best bet would be to make a foreign film in your own country then pitch it in the States.
