My husband has a work permit but no "green card" can he travel within united states?

he just got a work permit and I don't know if he is "legal" now
it will take few more months for him to get the pernament resident card and I don't know if he can fly.

I had one of those too. As long as he stays within US, he is fine to travel.
It's best that you ask the INS directly to make sure nothing amiss occurs. Just give them a call and make sure you get the name of the person who offers the answer. Hope the following links help:
