Every category gets a piece of the total 140K EB visas. Check visa bulletin page to see how they are distributed. Again every country gets 7% of the 140K and no more than that. That means 9800 visas and these visas are also used for spouses and children of applicants. So it translates to 4900 per category per country for principal applicants. Thats the reason why countries like china and India are severely retrogressed. Check out Immigrationvoice.org which is working to solve this retrogression issue. Also, visa numbers from one year cannot be forwarded to another year. USCIS and DOL has screwed up big time and wasted 100,000 visa numbers allocated by DOS that went unallocated in the past 4 yrs. These are just some reasons for retrogression.
