I am doing research for the Village of Carpentersville, a municipality in the northwest Chicago suburbs. Illinois is a state that has never done a fiscal impact study on illegal immigration, and certainly no municipality has, either. There has been much controversy and division currently over an ordinance proposed by two trustees to fine landlords and business owners who rent and hire illegals. Even though the debate was voted by the other trustees to table it until legal rulings were reached in other municipalities in other states (such as Hazelton, PA), the issue has always been argued during opening comments by audience speakers and negatively affecting discussion during other matters in board meetings. I am trying to see if a fiscal impact study would be a compromise that would have one group hold off on pushing the ordinance, and the other group to be more receptive to opening up the issue for study. Perhaps the figures could be used as a model and submitted to the federal gov't?

Kudos to you and others on this research. I will warn you that regardless of theout come if it is negative to immigration, there are many pro Latin groups that will argue it down as best they may.
There is a temendous surge of pro immigration for mostly Mexicans going on for some time now. These people including the ACLU and others recieve Amer. tax dollars to accomodate their own highly racist views for Latins and AGAINST all others.
The dicotomy you will face/are facing will be extrem.
